AEO (Authorized Economic Operator)<\/strong> It is a voluntary security certification that is obtained by meeting certain requirements in the organization, which shows that a company is committed to the security of the international trade logistics chain and whose certification is granted by Customs after an audit process.<\/p>\n

When a company is recognized as an AEO, it obtains a series of benefits to facilitate its foreign trade operations, in addition to recognition as a safe organization for both its business associates and the customs authority.<\/p>\n\t\t\t\t

At Rafael Flores Cuellas Customs Agency we started the AEO implementation during the year 2017<\/strong> and we have been training and improving our processes to ensure this standard and to be able to deliver a more competitive service to our clients.<\/p>\n

It is the task of all of us who participate in the logistics chain, to assume the responsibility of implementing processes that generate trust and security, which is why we want to inform our clients and business partners about the measures that can be implemented to inspect and verify the physical integrity of your merchandise, identify any irregularity in the means of transport, as well as prevent unauthorized access of people to the means of transport.<\/p>\n\t\t\t

PROTECT YOUR GOODS<\/h3>\t\t\t\n\t\t\t\t\n\t\t\t\t\"OEA_02\"\n\t\t\t\t

Check driver and transportation data.<\/p>\n\t\t\t\t\"OEA_03\"\n\t\t\t\t

CONTAINER INSPECTION<\/h3>\t\t\t\n\t\t\t\t

The standard procedure that the company must use to inspect its containers and ensure that they are suitable from the point of view of security for the transport of its goods is as follows:<\/p>\n\t\t\t

7 INSPECTION POINTS<\/h3>\t\t\t\n\t\t\t\t

1.<\/strong> Trailer base.
2.<\/strong> Exterior and interior doors.
3.<\/strong> Left side wall.
4.<\/strong> Internal and external ceilings.
5.<\/strong> Front wall.
6.<\/strong> Right side wall.

INSPECCI\u00d3N DE SELLOS DE SEGURIDAD<\/h3>\t\t\t\n\t\t\t\t\n\t\t\t\t

The general requirements stipulate that mechanical safety seals must be:
\t<\/p>\n

  • Strong and resistant against weather, chemical action and undetectable handling.<\/li>\n
  • F\u00e1ciles de colocar y sellar.<\/li>\n
  • With permanent and unique markings and numbering.<\/li>\n
  • With the brand of the manufacturer's logo and easily identifiable.<\/li>\n

    the instructions VVTT<\/strong> of C-TPAT<\/strong> details a correct inspection of the high security seals placed on the containers. The process of inspection and verification of seals includes:<\/p>\n\t\t\t\t\"OEA_010\"\n\t\t\t

    VIEW SEAL<\/h3>\t\t\t\n\t\t\t\t

    Observe the security seal and the closing mechanisms of the container.
    Report any excessive damage to management or supervisor<\/strong> to the closing or locking mechanisms or in the security seals, before opening the container.
    Look for any loose bolts, screws, or latches.<\/strong><\/p>\n\t\t\t\t\"OEA_011\"\n\t\t\t

    VERIFY SEAL NUMBER<\/h3>\t\t\t\n\t\t\t\t

    Verify that the security seal number is correct.<\/strong>
    The number or folio of the seal must match shipping paperwork.<\/strong><\/p>\n\t\t\t\t\"OEA_012\"\n\t\t\t

    TUG ON SEAL<\/h3>\t\t\t\n\t\t\t\t

    Throw away the security seal<\/strong> to ensure it is positioned correctly.
    The seals that come apart must be reported to a supervisor or manager<\/strong> before opening the container.<\/p>\n\t\t\t\t\"OEA_013\"\n\t\t\t

    TWIST & TURN SEAL<\/h3>\t\t\t\n\t\t\t\t

    Rotate the security seal to make sure NOT
    open up<\/strong>
    If the security seal is threaded, it can be opened to access the container.<\/p>\n\t\t\t\t\"OEA_013\"\n\t\t\t

    REVIEW OF THE MEANS OF TRANSPORTATION<\/h3>\t\t\t\n\t\t\t\t\n\t\t\t\t\"OEA_09\"\n\t\t\t\t

    1. Cabin:<\/strong> Seats, roof (inside and outside), cabin floor, cabin (if applicable), doors
    cabin (internal and external side), glove box, other points that apply and consider.
    2.<\/strong> Engine.
    3.<\/strong> Air conditioning ducts.
    4.<\/strong> Exhaust pipes.
    5.<\/strong> Bumpers (front and rear).
    6.<\/strong> Tires, rims and axles.
    7.<\/strong> Fuel tank.
    8.<\/strong> Air tank, if applicable.<\/p>\n\t\t\t\t

    9.<\/strong> Toolbox, if applicable.
    10.<\/strong> Spare wheel area, if applicable.
    11.<\/strong> Chassis.
    12.<\/strong> Side walls and front wall (internal and external).
    13.<\/strong> Doors (internal and external side).
    14.<\/strong> Flat.
    15.<\/strong> Inside the body.
    16.<\/strong> Other points that apply and consider prudent.<\/p>\n\t\t\t\t

    Incoterms<\/strong> are terms, of three letters each, that reflect the rules of voluntary acceptance by both parties \u2014buyer and seller\u2014<\/strong>, about the delivery conditions of the goods and\/or products.<\/p>\n

    Las reglas Incoterms delimitan la responsabilidad entre vendedor y comprador en cuanto a la entrega de las mercader\u00edas, costos y riesgos que implica esta entrega desde la empresa vendedora a la empresa compradora. Son aplicadas y entendidas de forma uniforme por los comerciantes, los redactores de contratos, as\u00ed como por las cortes de arbitrajes.<\/p>\n\t\t\t

    EXW \u2013 En F\u00e1brica<\/h3>\t\t\t\n\t\t\t\t

    El vendedor realiza la entrega cuando pone la mercanc\u00eda a disposici\u00f3n del comprador en las instalaciones del vendedor o en otro lugar designado (Taller, Fabrica, Almac\u00e9n, Etc.). El vendedor no tiene que cargar la mercanc\u00eda en ning\u00fan veh\u00edculo de recogida, ni tiene que despacharla para la exportaci\u00f3n. EXW representa la m\u00ednima obligaci\u00f3n para el vendedor.<\/p>\n\t\t\t

    FCA \u2013 Libre Porteador<\/h3>\t\t\t\n\t\t\t\t

    El vendedor entrega la mercanc\u00eda al porteador o a otra persona designada por el comprador en las instalaciones de la empresa vendedora o en otro lugar designado. FCA exige que el vendedor despache las mercanc\u00edas para la exportaci\u00f3n, cuando sea aplicable.<\/p>\n\t\t\t

    CPT \u2013 Transporte Pagado hasta<\/h3>\t\t\t\n\t\t\t\t

    El vendedor entrega la mercanc\u00eda al porteador o a otra persona designada por el vendedor en el lugar acordado, y que el vendedor debe contratar y pagar los costos del transporte necesarios para llevar la mercanc\u00eda hasta el lugar de destino designado. Cuando se utiliza CPT, CIP, CFR o CIF, la empresa vendedora cumple con su obligaci\u00f3n de entrega cuando pone la mercanc\u00eda en poder del porteador y no cuando la mercanc\u00eda llega al lugar de destino. Esta regla tiene dos puntos cr\u00edticos porque el riesgo se transmite y los costos se transfieren en lugares diferentes.<\/p>\n\t\t\t

    CIP \u2013 Transporte y Seguro Pagado hasta<\/h3>\t\t\t\n\t\t\t\t

    El vendedor entrega la mercanc\u00eda al porteador o a otra persona designada por el vendedor en el lugar acordado, y que el vendedor debe contratar y pagar los costos del transporte y seguro necesarios para llevar la mercanc\u00eda hasta el lugar de destino designado. Se debe observar que la obligaci\u00f3n del vendedor es obtener el seguro s\u00f3lo con una cobertura m\u00ednima.<\/p>\n\t\t\t

    DAT \u2013 Entrega en Terminal<\/h3>\t\t\t\n\t\t\t\t

    El vendedor realiza la entrega cuando la mercanc\u00eda, una vez descargada del medio de transporte de llegada, se pone a disposici\u00f3n del comprador en el terminal designado en el puerto o lugar de destino, cubierto o no, como un muelle, almac\u00e9n, estaci\u00f3n de contenedores o terminal de carretera, ferroviaria o a\u00e9rea.<\/p>\n\t\t\t

    DAP \u2013 Entrega en Lugar<\/h3>\t\t\t\n\t\t\t\t

    El vendedor realiza la entrega cuando la mercanc\u00eda se pone a disposici\u00f3n del comprador en el medio de transporte de llegada preparada para la descarga en el lugar de destino designado.<\/p>\n\t\t\t

    DDP \u2013 Entrega Derechos Pagados<\/h3>\t\t\t\n\t\t\t\t

    El vendedor realiza la entrega cuando la mercanc\u00eda se pone a disposici\u00f3n del comprador despachada para la Importaci\u00f3n, con todos los impuestos y gastos de internaci\u00f3n de las mercanc\u00edas en el pa\u00eds del comprador DDP representa la m\u00e1xima obligaci\u00f3n para la empresa vendedora. Se recomienda no utilizar DDP si la empresa vendedora no puede, directa o indirectamente , conseguir el despacho de importaci\u00f3n.<\/p>\n\t\t\t

    FAS \u2013 Libre al costado del buque<\/h3>\t\t\t\n\t\t\t\t

    El vendedor realiza la entrega cuando la mercanc\u00eda se coloca al costado del buque en el Puerto de embarque designado. La entrega se realiza en el muelle o en el sitio destinado por la C\u00eda. Naviera para stacking del embarque.<\/p>\n\t\t\t

    FOB \u2013 Libre a Bordo<\/h3>\t\t\t\n\t\t\t\t

    El vendedor realiza la entrega de la mercanc\u00eda a bordo del buque designado por el comprador en el puerto de embarque.<\/p>\n\t\t\t

    CFR \u2013 Costo y Flete<\/h3>\t\t\t\n\t\t\t\t

    El vendedor realiza la entrega de la mercanc\u00eda a bordo del buque en el puerto de embarque, debiendo adem\u00e1s contratar y pagar el valor flete internacional hasta el puerto de destino designado. El vendedor cumple con su obligaci\u00f3n de entrega cuando pone la mercanc\u00eda a bordo del buque y no cuando llega al lugar de destino.<\/p>\n\t\t\t

    CIF \u2013 Costo Seguro y Flete<\/h3>\t\t\t\n\t\t\t\t

    El vendedor realiza la entrega de la mercanc\u00eda a bordo del buque en el puerto de embarque, debiendo adem\u00e1s contratar y pagar el valor flete internacional y del seguro hasta el puerto de destino designado. Se debe observar que la obligaci\u00f3n del vendedor es obtener el seguro s\u00f3lo con una cobertura m\u00ednima.
